Every policy level generates a constant feed of filings, updates, documents. Even the best-intentioned, best-resourced teams miss things so everyone acts late, on a partial picture, or does not act at all.

That gap doesn't just create compliance risk. It poisons the relationship between business and government: companies feel blindsided by rules they never saw coming; regulators assume industry is dodging what's plainly public on purpose.

The standoff is caused by an information problem. It is not a mismatch of values.
